I've been watching two trends run on parallel tracks for a while now: cities updating their payment infrastructure toward contactless and mobile, and enforcement teams adding LPR to close the gap between who's paid and who hasn't. This week both tracks are moving at the same time, in cities across North America. Worth paying attention to.

Montreal Upgrades to Contactless Parking Across the City
The City of Montreal is rolling out contactless and mobile-ready payment technology across its municipal parking infrastructure, aiming to reduce friction for residents and visitors while modernizing how the city collects and manages parking revenue. The move is part of a broader digital services initiative, and it puts Montreal alongside a growing list of Canadian municipalities rethinking their payment front ends. What's less visible in these announcements is what happens on the back end: without a connected enforcement system, new payment options just create new gaps to manage.

Santa Rosa Adds Integrated LPR Enforcement to Its Parking Program
The City of Santa Rosa, California has moved ahead with integrated LPR-based enforcement, connecting camera-equipped patrol vehicles to its back-end parking management system. The deployment is part of a push by midsize North American municipalities to close the enforcement loop: once residents have contactless payment options, cities need a way to verify who's actually paid. LPR does that without relying entirely on officer discretion or manual checks. Santa Rosa's rollout joins a pattern visible in dozens of cities this year, where enforcement modernization is following closely behind payment modernization.

Why "Authorized Parking Software" Is Becoming a Real RFP Category
A year ago, parking managers buying enforcement software looked at enforcement tools as a standalone category.
